Ke Yinbin, the Secretary-General of the Charhar Institute gave a lecture on the theory and practice of Chinese public diplomacy On 23th March afternoon, Ke Yinbin, the secretary-general and senior research fellow of The Charhar Institute, Deputy Editorial Director of Public Diplomacy Quarterly, held an academic lecture on the theory and practice of Chinese public diplomacy in School of International Education, South China University of Technology. Prof. An Ran host the lecture. About 200 people present. The participants included the research fellows of Public Diplomacy and Intercultural Communication Research Base and faculty and students in SIE.
First, Prof. An Ran awarded the Secretary-General Ke as a visiting fellow of Public Diplomacy and Intercultural Communication Research Base. Then the Secretary-General Ke introduced the theory and practice of Chinese public diplomacy from the concept, the development in China and the behavior subject of public diplomacy. He pointed out that the researches of public diplomacy cover a wide range from the point of view of international communication.It is belong to public diplomacy if only one party involved international exchanging activities.The Chinese public diplomacy are developing from the establishment of public diplomacy office in 2004 to write make solid progress in the public diplomacy and cultural exchanges into Report to the Eighteenth National Congress of the Communist Party of China in 2012. It experienced from the stage of introduction of foreign public diplomacy theory to the stage of ability promotion. The Secretary-General Ke believed that we should take the city diplomacy, enterprise diplomacy and religious diplomacy into consideration of the next step. He pointed out that transnational corporations, overseas Chinese and international students are very important behavior subjects of public diplomacy. Besides, he thought the think tank is also important behavior subjects and we have to pay real attention to it.
Prof. An Ran made a conclusion at the lecture, just as the Secretary-General Ke said, international students are behavior subjects of public diplomacy. Chinese has formed the impression of international students’ countries through their daily behaviors when they study in China. They will talk to their friends and relatives about what they have seen in China when they are back home, which has formed the country people's impression of China. This is the public diplomacy. Our international students are honestly engaged in public diplomacy, and they are the public diplomatic messengers .We hope our international students from more than 130 countries will make new contributions to such bilateral communications.
